Systematic Literature Review (SLR) for the development of a Competence Framework on Entrepreneurship: The case of the EICAA-Competence Framework
Abstract
This article describes the research conducted to establish the Competency Framework for the EICAA project (EICAA-CF) before the development of an open online platform for entrepreneurship promotion. EICAA stands for the Entrepreneurial and Intrapreneurial Competences Assessment Alliance. It is an Erasmus+ project that aims to bridge the gap between tools that assess individuals' entrepreneurial competencies and the adoption of tailored training actions. To achieve this objective, it was decided to use Entrecomp as a reference, as it is a framework of competencies currently in force in Europe, promoted by the European Commission’s Joint Research Centre. However, since it was developed a decade ago, it requires revision. To this end, a two-part investigation was conducted. In the first part, which forms the bulk of the research, a Systematic Literature Review on entrepreneurial competencies is undertaken. In the second part, a prospective analysis using the Delphi method is employed to conclude from the previously obtained results. The results of the first part, as is typical of any systematic literature review (SLR), include relevant references from the literature, which are quantified in tables included in this study. These tables help confirm some findings and address questions or supplement others by the subsequent Delphi process. In conclusion, the competency framework ultimately adopted in the project above is presented. This framework is an evolution of Entrecomp, with some key aspects highlighted at the end of this article. In the ‘Ideas and Opportunities’ area of competencies, the concept of design was included. In the “Resources” area, the notion of digital competencies was introduced. Finally, in ‘Into Action’, the concept of process management was incorporated.
